As City Council may recall, City Hall and the Library buildings completed roof replacement projects in June of 2015. Fire Station No. 1’s roof replacement was delayed until it could be determined if the building structure was going to be rehabilitated or relocated. Subsequent to several roof repairs from staff and roofing contractors, it has been determined that the existing roof has served it useful life and it would not be cost efficient to continue to perform these type of repairs. The immediate need to replace the roof is apparent. Several areas inside the building have water intrusion due to the roof leaking and are in need of corrective measures.
A roof assessment was conducted by the City’s Facility Maintenance and Construction Services staff. The assessment identified several defective areas of the roof due to the age of the roofing material. This included extensive granule loss, numerous patches, previous repair failures, material uplifting, and areas of deteriorated sealant and membrane; all of which are the cause of the water intrusion.
Due to the roofs accelerated condition decline, staff contacted SCSRC and requested a proposal to replace the roof. As City Council is aware, SCSRC has worked for the City on several projects. All of which, have be completed under budget and under the contract project time frame. In 2017, SCSRC completed the re-roofing of the incubator building. This project was completed by SCSRC in the amount $49,249. A notice to proceed was issued to the contractor on May 15, 2017 and the certificate of substantial completion (CSC) was issued May 25, 2017. Subsequent to the issuance of the CSC no leaks at the incubator roof has been identified. Should City Council approve the emergency roof replacement SCSRC has agreed to a notice to proceed date of March 18, 2019 and a CSC estimate of three (3) weeks. This would complete the re-roof prior to this year’s rainy season. Staff feels the proposal is within an acceptable cost range for this type and amount of work. In addition, a bidding process would only delay the project and place it into the rainy season compounding an already difficult remediation process such as the building structure being occupied 24 hours seven days a week with Fire Department Personnel.
