RE:Second Reading, Ordinance No. 2019-2152: Approval of Oyster Bayou Planned Development District Ordinance Amendment

REQUEST:
This request is for the City Council to conduct a second reading of the Ordinance for a Planned Development District (PDD) relating to the proposed Oyster Bayou development project, and approval of its site plan.


DISCUSSION
:

This property, which is located at the northeast corner of Green Key Road and Manor Beach Drive, was zoned to PDD in 2006 for a developer that was interested in a establishing townhouse development. The project was never brought to fruition.

 

Since that time, the property was sold. The new owner of the property is interested in building a residential development that provides for 526-875 square feet of living space accompanied by parking for recreational vehicles. The project also provides amenities such as a pool, waterfront access with a boat ramp, and  clubhouse.

 

In order to go forward with the PDD, an Ordinance must be approved by the City Council which identifies the following site features:

If this Ordinance and site plan is approved by the City Council the property will need to be platted.

 

A question came up during first reading about Oyster Bayou. The developer has informed us that there will be no dredging or alteration of the adjoining body of water, Oyster Bayou



RECOMMENDATION:

The Planning and Development Department recommends approval of the Ordinance and Site Plan. The Land Development Review Board (LDRB) at its meeting on February 21, 2019, voted unanimously in favor.
