RE:First Reading, Ordinance 2019-2160: Moratorium on Automobile Dealerships

REQUEST:

The request is for City Council is to conduct a first public hearing on the proposed ordinance.



DISCUSSION
:

There are thirteen auto sales businesses in the City of New Port Richey. As more plan to come into the city, a review of the current ordinances that cover those businesses find that there has been no review or update of the rules and regulations that cover their location and operations. Many of the locations have poor landscaping, store too much product on their site, and have inadequately sized sales offices. There are concerns that some dealerships may be affecting the quality of life of surrounding neighborhoods, and concentration of these businesses may not be beneficial to the economic quality and growth of the city.

 

Part of the responsibilities of the city is to ensure that such facilities are not detrimental to the health, safety and welfare of the residents of the City. This moratorium will cover the permitting, establishment, construction or opening of any new or used automobile or truck sales business within the City. This will allow the Planning and Development Department (PDD) to propose amendments to the City’s Land Development or other Codes to address the deteriorating condition of the new and used automobile and truck sales locations, and to ensure that new businesses are an enhancement to the city’s landscape.

 

The moratorium will last 180 days. This will allow PDD to develop regulations and also work with existing businesses to learn their needs and unusual factors that affect their business locations.



RECOMMENDATION:

Staff recommends approval of the ordinance. The Land Development Review Board recommended approval on March 21, 2019.
