REQUEST:
Consideration of Follow-on Professional Service Agreement Kimley-Horn & Associates as it relates to annexation and redrawing of CRA boundaries.


DISCUSSION:

In order to  annex properties outside the CRA boundaries additional work is required to meet the regulatory requirements of redrawing the boundaries. Florida Statute requires that to redraw the CRA boundary a "Needs Assessment and Findings of Blight" must be conducted. As part of a continued service agreement, staff wishes to continue with Kimley-Horn and Associates as a follow-on to the 2019 CRA Plan Update to conduct the Blight Findings. The consulting firm already has a strong familiarity with the existing CRA plan, as well as a strong understanding of the economic challenges the city faces as it relates to problem parcels.

 

The scope will include, public involvement, data collection, economic modeling and mapping to assess and identify a working inventory of possible sites for annexation. The firm will consider the associated costs and financial impact upon property values. They will analyze economic factors, consider capital improvement plans and conduct financial modeling to assure the necessary capital investments achieve the desired result. 

 

To manage and redrawing the CRA boundary and assure the concept is sound, it is necessary to have consultants familiar with both the economic conditions that surround the city, and Florida's regulatory compliance as it relates to remapping CRA boundaries.  Kimley-Horn and their consultants possess expertise in economic forecasting, annexation, and CRA regulatory requirements. The team will include Ken Creveling (Urbanomics), who is a consultant to Kimley-Horn. Ken possess expertise in assessing and measuring economic and financial factors and the impact of such annexation will have. Kelly Klepper has extensive experience in the regulatory and government requirements as it relates to this effort.

Approval of the Kimley-Horn Service Agreement
