On April 5, 2016 City Council approved the 2016 As-Needed Misc. Pipeline Construction Project bid award. The purpose of the bid award was to secure construction services and pricing for utility projects that were emergencies, time sensitive in nature, or when utility conflicts were discovered during other construction projects performed by the City, State, and County. Securing construction services and pricing allowed staff to eliminate two to three months typically spent on the bidding phase and reduce costs associated with the bid process. Projects that have been completed utilizing this type of agreement are the sanitary sewer pipeline replacement on Main Street, the removal of a section of Grand Blvd. for the Sims Park Improvements, the Rec. and Aquatic Center Watermain Relocation project, US Hwy 19 Continuous Right-Hand Turn project conflicts, Hemlock Drive Watermain Upgrades, Watermain Inter-connect Upgrades, and several asphalt paving locations. As Council may recall, the 2016 As-Needed Misc. Pipeline Construction Project agreement expired on April 15, 2019. This agreement proved to be an efficient tool in managing these types of construction project.
Construction Services reviewed the 2016 agreement and made changes to improve proficiencies and advertised to bid on April 2, 2019. Two competitive bids were opened by the City on Friday, May 10, 2019. The project bids received ranged from a low bid of $4,638,841.25 to a high bid of $5,941,511.80. The City's Construction Services Manager has reviewed the bid documents, verified bid totals, and has submitted a bid recommendation memo as an attachment to the City Council memo.
