RE:Approval of Sale of Four City Owned Properties

REQUEST:
This request is for the sale of four properties that the city has foreclosed due to condemnation actions.


DISCUSSION
:

The city has obtained four properties through foreclosure of city liens. Per the city code, before a property is offered to the public for bid, it must be approved by the City Council. These are all vacant properties, and it has been determined that there is no city need for these parcels.

 

The four properties are:

 

6605 Madison Street (05-26-16-0030-04100-0160)  - This property was foreclosed after a building was demolished on the site. It is across the street from the Morton Plant North Bay Hospital. It is adjacent to other professional offices.

 

Size:                                                    .16 acres

Property Appraiser Assessment:        $18,906

Zoning:                                               Office

Future Land Use Designation            Residential-Office

Minimum Acceptable Bid:                   $18,000

 

7740 US Highway 19 (32-25-16-0000-04500-0000) - This property was foreclosed after a building was demolished on the site. This is a land-locked parcel between US Highway 19 and Astor  Drive, south of Belleview Avenue. It does have right-of-way for access to Astor Drive and US Highway 19. Additionally, the property has a tax lien of over $10,000. Because of the tax lien, expectations of a better sales price on this property must be lowered.

 Minimum Acceptable Bid:                    $5,000

 

 

6849 Garden Drive - This property had a trailer that was removed, and was foreclosed when the lien was not paid. A requirement of bid award will be that a non-mobile home be built on the property,

Minimum Acceptable Bid:                   $5,000

 

6845 Garden Drive - This property had a trailer that was removed, and was foreclosed when the lien was not paid. A requirement of bid award will be that a non-mobile home be built on the property

Zoning:                                               Mobile Home Park

Future Land Use Designation            Low-Medium Density14

Minimum Acceptable Bid:                   $5,000

 

For both of the Garden Drive properties, even though it has a Mobile Home Park Zoning, a house can be built on the site. The City Code allows for a house to be built under R-3 Zoning, but variances will have to be granted for lot size, minimum lot size, and possibly minimum building square footage.

 

The city has received positive inquiries on all four properties. A condition of the bid will require each bidder to state what kind of development would be proposed. 

 

The minimum acceptable bid amounts will be revealed to all bidders. The City will accept bids less than that, but the bids may be denied by Council.

 

The bids  will be advertised, and they will be presented to the City Council for approval before the sale is completed and the property transferred.

 



RECOMMENDATION:

Recommendation for the City Council is to allow the City Manager or her designee to advertise and offer the properties for sale according to City Ordinance. Once the offers are received, they will be presented to the City Council for review. Additionally, an Ordinance must be approved, with the customary two public hearings, for the sale of the property.

BUDGET/FISCAL IMPACT:

If all four properties sell for the minimum acceptable bid, positive revenues of $33,000 will be received by the City.
