The request of staff for City Council is to review and to consider approval and award of the lowest bid submitted by Green Expectation, Inc. in the amount not to exceed of $24,040.80 for the annual mowing and landscape maintenance of US Hwy 19. In addition staff would request City Council review and consider for approval, as a contingency, the second lowest bid in the amount not to exceed $29,080 from Design Landscaping Management Incorporated (DLM). 

As Council is aware, the City utilizes private contractors for the mowing and landscape maintenance services for US Hwy 19.  On May 17, 2019 four (4) competitive sealed bids were opened up by the City from Green Expectation Inc. $24,040.80, DLM $29,080, Blades of Green $30,000, and Prime Scape Services $71,850.  References and work quality have been reviewed and verified by staff for Green Expectation Inc. and it would appear that they are capable of performing the work as described in the ITB.  DLM is a local firm that currently performs these services for the City under the current ITB contract agreement.  During this time DLM has been dependable, professional, and detailed in performing the services mentioned.  Prior to 2016 staff had to advertise and rebid mowing and landscape services due to contract terminations.  In an effort to secure redundancy, staff has had discussions with DLM and they have agree to honor their bid amount submitted and will be available to perform these tasks upon 48 hour notice by the City in writing.
