REQUEST: The request is for City Council is to conduct a first public hearing on the proposed ordinance.
DISCUSSION:
This ordinance was written as a request by the City Council after citizen comment.
Construction of auxillary parking spaces for residential properties are sometimes stymied by the maximum impervious surface ratio, called for in the Land Development Code. This will reclassify certain materials as pervious, and therefore will not be calculated in the ratio. Those materials are crushed stone, crushed rock, gravel, and shell. Currently, mulch is the only material that is classified as pervious.
Some redundancies in the code have also been removed, and clarified that the front and side yard maximum imperious ratio is 60%.
RECOMMENDATION:
The Land Development Review Board (LDRB) recommended that the City Council not approve the ordinance. Their concern was that the materials that would now be labeled "pervious" are truly impervious. Also, that too much of the lot could be covered by these materials that are really impervious.
The minutes from the LDRB are attached to this agenda. This was missing from the this item when it was originally presented at the July 2, 2019 meeting.
