REQUEST:
The request is for City Council to conduct a first reading of Ordinance No. 2019-2169 amending Section 16-1 of the City's Code of Ordinances relating to the hours of operation for Sims Park and Orange Lake.
DISCUSSION:
In accordance with the City's Code of Ordinances, all City parks are closed to the public between sundown and sunrise the following day, except during times of events or special permits issued by the City Manager or Parks and Recreation Director. Sims Park and Orange Lake are utilized by patrons that like to walk in the evening to avoid the hotter temperatures during the day. Sims Park and Orange Lake have fully illuminated walkways that provide the Police Department with clear lines of sight and are conducive to evening activities such as walking in the park. Therefore staff is requesting to amend the closing time for Sims Park and Orange Lake to 10:00 p.m.
RECOMMENDATION:
Staff recommendation is to revise the closing times for Sims Park and Orange Lake as follows: the park shall remain closed to the public between 10:00 p.m. until sunrise the following day, except when a permit has been issued by the City Manager or Parks and Recreation Director.
BUDGET/FISCAL IMPACT:
