RE:Request for Funding for Cultural Affairs Committee RE: Sculpture Walk

REQUEST:
The request before City Council is to review and approve the recommendation from the Cultural Affairs Committee to create a Sculpture Walk in Sims Park and around Orange Lake.


DISCUSSION
:

The Cultural Affairs Committee is recommending that City Council fund a Sculpture Walk in specific locations in Sims Park and around Orange Lake.  The (8) locations have been identified on the attached map of the park and the Public Works Department has completed Utility Locates at each location. 

 

Also attached is the Application to be distributed to artists that wish to submit a sculpture for consideration.  The Cultural Affairs Committee will review all applications and select the top (8) that meet the criteria and theme:  Happiness is......

 

Eight concrete platforms, measuring four feet by four feet, will be installed flush to the ground surface in the park.  Each artist will be required to install and secure their own sculpture to the concrete platform.  City Staff will perform safety inspections of each sculpture to ensure proper installation.

 

The Program Expenditures will be distributed over two fiscal years.  Fiscal year 19/20 Expenditures:

- Eight Concrete Platforms $4000.

- Artist Stipend (Paid after they pass the safety inspection) $3600

- Artist Awards $3000

- Marketing and Opening Reception $2000

Total Fiscal Year 19/20 Expenditures: $12,600

 

Fiscal Year 20/21 Expenditures:

- Artist Stipend (Paid when they remove their art) $2400

 

The Cultural Affairs Committee shall provide a recommendation to City Council each subsequent year for funding of future sculpture displays in the park.  The concrete platforms will only be an expense in the first year. 

 

 



RECOMMENDATION:

The recommendation is for approval of the Sculpture Walk in Sims Park and around Orange Lake.  The total recommended cost for the project is $15,000 to be paid over two fiscal years.

BUDGET/FISCAL IMPACT:

Funding is available in the Cultural Affairs Committee Budget and the Public Art Fund and will be expended over two fiscal years.  The expenditures from the Cultural Affairs Committee Budget would be in the amount of $8,600 in fiscal year 19/20 and $2,400 in fiscal year 20/21.  An expenditure of $4,000 for the concrete platforms for the art displays would be funded out of the Public Art Fund Budget in fiscal year 19/20 only.
