RE:Continuance of Street Cafes in Downtown Areas

REQUEST:
The City Council is to review the Street Café Pilot Program, and decide whether it should be continued.


DISCUSSION
:

A vibrant dining and entertainment center is not an enclosed sterile environment. All different parts of the community are used, whether that be streets, sidewalks, balconies, or rooftops. Florida, which is characterized by evenings with comfortable temperatures almost all year, is a desirable location to site these kind of facilities.

 

In 2018, the City Council started to discuss the allowance of using streets downtown to enhance dining experiences. The first concept was "parklets", a San Francisco innovative planning idea that puts parks on city streets. In San Francisco, the parklets are maintained by businesses, neighborhood associations, and other organizations. Many have extensive vegetation, lighting and street furniture. With parklets, while commercial establishments such as restaurants could build and maintain them, they were open to all, and while no food or dink could be purchased on the parklet,  however, they could be consumed there.

 

The City Council decided against the parklet idea, and instead decided to pilot a "street café" or "dining deck." A street cafe is in front of restaurant or bar, built and maintained by them, and only could be used by their customers. Outdoor service  is allowed. The Sip restaurant at Grand Boulevard was allowed to pilot the program.

 

As the pilot period is almost over, the city sent surveys to downtown businesses for their comment. Only 5 responses were received. Two were in favor of keeping the street cafes and three were against because of the loss of parking.



RECOMMENDATION:

City Administration recommends that the street café ordinance be kept, and allow other businesses to apply for permits to build them at their establishments.  New locations will have to be evaluated to ensure public safety (for example, do some areas on Main Street need a narrower platform than ones on Grand Boulevard). It is further recommended that future street cafes do not take up more than one parking space.
