RE:2017/2018 Street Improvement Project – Change Order No. 1

REQUEST:

The request of staff for the City Council is to review and consider for approval the attached change order submitted by Ajax Paving Industries of Florida, LLC. in the amount not to exceed $1,623,513.61.



DISCUSSION
:

As City Council may recall, the 2017/2018 Street Improvement Project included the milling and paving of Gulf Drive from US Hwy 19 east to Madison Street, a section of Main Street west of US Hwy 19 S curve to Southtowne Loop, Massachusetts Avenue from Congress Street to Grand Boulevard, Char Lane, Indiana Avenue from Grand Boulevard to Washington Street, Richey Drive, Wyoming Avenue from Lafayette Street to Van Buren Street, Tennessee Avenue from Rio Drive to Van Buren Street, Adams Street from Louisiana Avenue to Tennessee Avenue, Louisiana Avenue from Lafayette Street to Grand Boulevard, Crest Street from Water Street to Grand Boulevard, and a portion of Azalea Drive,  In addition to paving, areas where the existing sidewalk was cracked or damaged it was removed and replaced as part of the project.  In areas where existing stormwater inlet structures are located in the grass adjacent to the street, concrete flumes are constructed from the edge of the street to the inlet structure as part of a best management practice. As stated previously, all existing streets were milled so the new asphalt could be installed at the same grade as not to increase stormwater levels during weather events.

 

In an effort to expedite the 2018/2019 Street Improvement Project, City Council recommended that staff add the project as a change order to the 2017/2018 Street Improvement Project.  As a result of the change order, the project time frame would be expedited by eliminating the bid phase and contract phase.  This would result in a reduction of consultant fees.  Finally, the change order would avoid a possible increase in construction cost due to inflation and the economics of an energy based project if the bidding phase commenced in January of 2020. Streets included in this change order include: Main Street from US Hwy 19 to Old Main Street, Main Street from Southtowne Loop to Sea Forest Drive, Lincoln Street from Missouri Avenue to Montana Avenue, Kentucky Avenue from River Road to Cul-de-sac, Vermont Avenue from River Road to Cul-de-sac, Gulf Drive from US Hwy 19 to City Limits west, Palmetto Road from US Hwy 19 to Mandy Lane, Meadowlane Street from Aspen Street to George Street, Oak Ridge Avenue from Grand Boulevard to Louisiana Avenue, Rio Drive from Tennessee Avenue to Illinois Avenue, Riverview Drive from Oakridge Avenue to Grand Boulevard, and Queens Lane.



RECOMMENDATION:

Approval the change order is recommended.

Funding is identified in the Street Improvement fund, account #701701-46334.
