RE:Request to Purchase Public Works Maintenance Trucks

REQUEST:

The action requested of City Council is to review and consider the approval of the attached two (2) proposals from Palmetto Ford Truck Sales, Incorporated located at 7245 NW 36 St. Miami, FL. 33166 in the total amount not to exceed $147,960. This total amount includes the purchase of one (1) 2020 F550 diesel utility service truck for the Water Distribution Division in the amount not to exceed $63,681 and one (1) 2020 F550 diesel utility service truck with crane for the Sewer Collections Division in the amount not to exceed $84,279.  The Palmetto Ford Truck Sales pricing is derived from the Florida Sheriffs Association contract No. FSA19-VEL17.0. The proposed purchase is in accordance with the City Finance rules and regulations.

 

In addition, action requested of City Council is to review and consider the approval of four (4) proposals from Bozard Ford Incorporated located at 540 Outlet Mall Blvd. Saint Augustine, FL. 32084 in the total amount not to exceed $159,990.  This total amount includes the purchase of one (1) 2020 F250 pickup truck with service body for the Stormwater Utility Division in the amount not to exceed $41,699, two (2) 2020 F250 pickup trucks with service bodies for the Ground Maintenance Division in the amount not to exceed $83,398, and one (1) 2020 F250 pickup truck with a regular body for the Construction Services Division in the amount not to exceed $34,893.  The Bozard Ford pricing is derived from the 2019 Florida Sheriffs Association contract No. FSA19-VEL27.0. The proposed purchase is in accordance with the City Finance rules and regulations as well.



DISCUSSION
:

All of the pickup truck purchases are new additions to the City’s existing fleet.  The Sewer Collections and Water Distribution Divisions vehicles are utilized by maintenance staff for routine repairs and emergency repairs such as lift station pump removal, lift station pump installations, large pipe and valve removal and replacement, as well as loading and unloading of large pieces of equipment used in several types of maintenance and repairs of the utility system.  These two (2) vehicle additions are due to the Utility’s acquisitions of the Orangewood Lakes Utility system and Lakewood Villas, Barbara Anne Acres, and Silver Oaks Utility systems. The Construction Services pickup truck is due to the addition of a project manager and will be utilized to transport the inspector out to job sites, attend field meetings, and haul valve box risers, lids, manhole rings, and meter boxes out to the job sites.  The Grounds Maintenance Division and Stormwater Utility Division pickup trucks are due to the increase of maintenance personnel in the divisions.



RECOMMENDATION:

Approval to purchase the pickup trucks and service trucks in accordance with the submitted proposals is recommended.



BUDGET/FISCAL IMPACT:

Funding for the vehicles is included in the Water Distribution, Sewer Collections, Construction Services, Grounds Maintenance, and Stormwater Utility Division’s Capital Equipment/Improvement Programs.  Account No. 401107.46415, No. 401113.46415, No. 401109.46415, No. 001110.46415, and No. 002103.46415.
