RE:Bid Award ITB20-006 WWTP Storage Tank Cleaning and Painting Project

REQUEST:

The request of staff for the City Council is to review the attached ITB20-006 bid tabulation sheet and minutes and to consider approval and award of the bid submitted by Southern Road & Bridge, LLC of Tarpon Springs in the amount not to exceed $129,780 for the WWTP Storage Tank Cleaning and Painting Project.   



DISCUSSION
:

As stated in the December 17, 2019 attached WWTP Manager’s memo the existing six (6) storage tanks were prepped and painted nearly fourteen years ago. At their current condition, peeling of the paint, horizontal cracking of the walls, and existing caulking failures are present. 

On December 13, 2019 nine (9) competitive sealed bids were opened by the City.  Of the nine (9) bids opened, three (3) were approved and accepted by staff to meet the Society for Protective Coatings QP 1 minimum qualification called out in the ITB. The QP 1 certification is considered the minimum professional certification for an industrial painter. It is a signal to all bidders that the City requires them to have experience in this type of work. The SSPC QP 1 Certification is meant to attest to an industrial painter’s ability to apply coatings to complex industrial and marine coatings. It tests the painter’s proficiency in management, quality control and compliance in the areas of safety, health, and the environment. Many of the structures they work on most frequently are accounted for with this certification, including bridges, storage tanks, marine vessels, water and wastewater storage facilities, chemical plants, and more.  The three (3) qualified bids received ranged from a low bid of $129,780 to a high bid of $347,000.  The Construction Services Division reviewed the bid documents required for each submission, verified references, and has recommended the bid award of the project to Southern Road & Bridge, LLC.



RECOMMENDATION:

The action recommended by staff to City Council is to approve and award the low bid submitted by Southern Road & Bridge, LLC in the amount not to exceed $129,780 for the WWTP Storage Tank Cleaning and Painting Project.



BUDGET/FISCAL IMPACT:

Project funding is included in the WWTP’s budget account No. 401112-46399.
