As Council is aware, the City’s Public Works Department oversees the design and construction of all capital improvement projects. By creating this type of RFQ process and entering into continuing services agreements with these types of firms, the City adds another tool available in its “tool box” in which it can address and streamline projects that require design, permitting, and construction phases of projects. Nine firms submitted RFQs to the City. Staff reviewed and evaluated the nine firms in the following categories:

Team and assigned personnel qualifications and experience.

Firm references, previous similar work completed.

Project Approach.
-
Local Preference.

Technical Compliance with RFQ requirements.
Subsequent to staffs review and evaluation, all of the firms scored more than 80 evaluation points, which qualified the nine firms for City Council’s consideration of approval.
