RE:First Reading, Ordinance No. 2020-2184: Comp Plan Amendment RE: Table FLU 1.1.3., Future Land Use Categories and Revising the Downtown, Downtown Core and Highway Commercial Categories

REQUEST:
The request is for the City Council to conduct a first reading of an ordinance amending the 2030 Comprehensive Plan's Future Land Use Element.


DISCUSSION
:

The Ordinance amends Future Land Use Element (FLUE) Table FLU 1.1.3 in order to allow two proposed developments to move forward and to make other changes to facilitate future development. 

 

The first proposed development consists of six vacant lots at 6414 Madison Street totaling 15,000 square feet (0.34 acres) and within the Downtown Future Land Use Map (FLUM) category.  The Applicant desires to construct a mixed use development consisting of eight (8) dwelling units and 2,000+ square feet of office space but the table restricts the development to 5 dwelling units. 

 

The second development consists of the redevelopment of three parcels totaling 4.68 acres on the southeast corner of Main Street and US 19 and that property is within the Downtown and Highway Commercial FLUM categories.   Kaiser University proposes to redevelop the Walgreen’s site and a portion of the shopping center site with a 40,000 square foot university, which is a Public/Semi-public use, and a multi-level garage and a hotel are potential future uses.  The table requires a residential component in the Downtown FLUM category, Public/Semi-public uses are prohibited in the Highway Commercial FLUM category, and parking garages are not allowed in either FLUM category. 

 

Finally, the table restricts densities higher than 30 dwelling units per acre in the Downtown Core FLUM category.  The Ordinance amends the table by increasing densities through the conversion of non-residential intensity, exempts Public/Semi-public uses from requiring a residential component, allows parking garages, and makes editorial changes.

 




RECOMMENDATION:

The recommendation is to approve on first reading the ordinance as submitted.
