RE:Request to Suspend Mass Gathering Public Events

REQUEST:

The request is for City Council to suspend the operation of all mass gathering public events where the expected crowd is estimated to be 250 people or higher for a period of 30 days.




DISCUSSION
:

As you are aware, COVID-19 (Coronavirus) is continuing to spread at an exponential rate every day.  The COVID-19 pandemic has caused the suspension of major sporting events, the closure of major theme parks and the cancellation of several events of which some were local to our community.  Earlier this week, Governor Ron DeSantis and other health officials called for residents to avoid mass gatherings due to the threat of the COVID-19 virus.  In order to maintain the upmost quality of life for our residents, staff is requesting that City Council suspend the operation of all mass gathering public events where the estimated crowd is to be 250 people or higher for the next 30 days.  This request is being made not only to protect our residents, but to also protect our first responders and city staff who regularly work such events.  It should be noted as well that on March 12, 2020 Pasco County issued a local state of emergency and on March 13, 2020 President Trump declared a national emergency regarding the COVID-19 outbreak.




RECOMMENDATION:

Staff recommends that City Council suspend the operation of all mass gathering public events where the expected crowd is estimated to be 250 people or higher effective immediately for a period of 30 days.  At that time, staff will reassess whether or not the suspension should be extended.
