RE:ITB No. 20-006 WWTP Storage Tank Cleaning and Painting Project Change Order

REQUEST:

The request of staff for the City Council is to review and consider for approval, the attached change order submitted by Southern Road & Bridge, LLC of Tarpon Springs in the amount not to exceed $145,883 for the cleaning and painting of two (2) additional storage tanks and miscellaneous structures located at the City’s WWTP.   




DISCUSSION
:

On December 13, 2019 nine (9) competitive sealed bids were opened by the City.  Of the nine (9) bids opened, three (3) were approved and accepted by staff to meet the Society for Protective Coatings QP 1 minimum qualification called out in ITB No. 20-006. The QP 1 certification is considered the minimum professional certification for an industrial painter. The three (3) qualified bids received ranged from a low bid of $129,780 to a high bid of $347,000.  The original deliverables for this project was to remediate the peeling of the exterior paint, repair horizontal cracking of the walls, and existing caulking failures, and to paint six (6) storage tanks.  Subsequent to the project’s completion, staff requested from the contractor a change order proposal.  The WWTP has two (2) 4.5 million gallon reject storage tanks used when the influent volume is greater than the effluent can be treated to meet FDEP guidelines prior to exiting the plant.  These tanks were installed in 2004 and have never been painted.  The tanks are scheduled to have this type of work completed in the City’s 2020/2021 fiscal year.  In addition, several miscellaneous structures have been included as well.   Due to the quality of work performed by the contractor and the cost of the original project coming under the budgeted amount of $200,000 staff would request the additional work be performed in the current 2019/2020 fiscal year.        

 




RECOMMENDATION:

The action recommended by staff to City Council is to approve the attached change order.



BUDGET/FISCAL IMPACT:

Project funding is included in the WWTP’s budget account No. 401112-46399 and 401111-46299.
