RE:WWTP Pipe Lining Project Award

REQUEST:

The request of staff for the City Council is to review and consider for approval the attached agreement and proposal from Granite Inliner Technologies LLC. in the amount not to exceed $135,000 for pipe lining associated with the Wastewater Treatment Plant’s Water Reclamation Facility Gravity Main Condition Assessment.  The agreement includes the same conditions and unit pricing as the current Polk County Bid No. 17-326.  The usage of this contract and pricing is in accordance with the City’s purchasing procedures and guidelines.



DISCUSSION
:

As City Council may recall, on May 4, 2019 the City’s WWTP had a section of buried 20” ductile iron pipe rupture resulting in a significant sewer spill due to the interior of the pipe containing major corrosion characteristics that caused the pipe failure. Subsequent to the pipe replacement, staff contacted Reiss Engineering Inc. and contracted with the firm to perform ultrasonic field testing and visual inspections on the remaining pipes on the east side of the plant.  All of the pipes had been installed in 1988 and 1993.  In April of 2020 Reis Engineering submitted to the City the Water Reclamation Facility Gravity Main Condition Assessment.  The final report recommended that the remaining pipes on the east side of the plant should  be monitored annually utilizing the ultrasonic field testing process or lined with cured in place pipe (CIPP).  Staff has elected to proceed with the recommendation to City Council to proceed with the CIPP.



RECOMMENDATION:

Approval of proposal is recommended.



BUDGET/FISCAL IMPACT:

Funding is identified as Water and Sewer Utility Construction Funds Account No. 405535-46391-0963.  It should be noted that Pasco County is part owner of the WWTP and is responsible for 40% of all capital costs associated with plant renewal and replacement projects as called out in an inter-local agreement with the City.
