REQUEST:
The request of staff for the City Council is to review and consider for approval the attached deductive change order in the amount of ($6,753.06) and final pay request in the not do exceed amount of $65,534.88 from Lyric Services, Inc. for the replacement of 20” ductile iron pipe for aeration basin number one (1) and two (2), and the installation of two (2) 20” valves at aeration basins number three (3) and number four (4).
DISCUSSION:
As City Council is aware, on May 4, 2019 the City’s WWTP had a section of buried 20” ductile iron pipe rupture. Subsequent to staff’s inspection of the pipe, it was determined that the interior of the pipe contained major corrosion characteristics that caused the pipes failure. Upon further investigation of additional sections of the pipe, it has been identified that these sections contained corrosion characteristics as well. As described in Task Order No. 36 from Stroud Engineering Consultants, Inc., the following is the scope of work completed in this phase of the project.

The installation of a shut off valve directly on the outside of the aeration basin/tanks number three (3) and number four (4).

The installation of 20” ductile iron pipe from aeration basin/tank number one (1) and number two (2) to the plant headworks.

Cap and fill with grout the existing abandoned 20” pipe.
It should be noted, all ductile iron pipe and fittings utilized in the construction have an interior protective coating to eliminate the possibility of pipe failure due to the interior metal corrosion process that occurred in the existing 1988 pipe.
RECOMMENDATION:
Approval of the deductive change order and final pay request is recommended.
BUDGET/FISCAL IMPACT:
Funding is identified as Water and Sewer Utility Construction Funds Account No. 405535-46381-0964. It should be noted that Pasco County is part owner of the WWTP and is responsible for 40% of all capital costs associated with plant renewal and replacement projects as called out in an inter-local agreement with the City. This inter-local agreement identifies the City as the lead owner operator responsible for 60% of the cost.
