REQUEST:
The request of staff for City Council is to review and consider for approval the attached Water and Wastewater Sufficiency Analysis and Rate Design Study agreement proposal in the do not exceed amount of $32,550.
DISCUSSION:
June 2, 2020 at a City Council work session the 2020 Irrigation Rate and Rate Structure Review Analysis was presented to City Council. Subsequent to the presentation and discussion, City Council directed staff to perform a study to determine a fairer and equitable rate structure for water irrigation rates and the affects of the proposed rates would have on the utility by performing a water and wastewater sufficiency analysis. The scope of services included in the attached agreement proposal identifies the elements and satisfies City Council directive.
RECOMMENDATION:
Approval of the Water and Wastewater Revenue Sufficiency Analysis and Rate Design Study is recommended.
BUDGET/FISCAL IMPACT:
The analysis and study was not included in the City’s current Utility budget. However, funds are available in the Water and Sewer operating budgets for professional services accounts No. 401105-43199 and 401113-43199.
