The request of staff for City Council is to review the attached bid tabulation sheet and engineer’s recommendation memo and consider for approval and award of the sole bid submitted by Augustine Construction, Incorporated in the amount not to exceed $520,705 for the 2020 Tennis Courts Repairs/ Improvements Project.  The do not exceed amount contains a $50,000 owner’s contingency amount.

As City Council may recall, in 2017 the City contracted with the Genesis Group to conduct an analysis of the existing tennis court area adjacent to the City’s Recreation and Aquatic Center.  Subsequent to the analysis design recommendations were reviewed and approved by staff for the consultant to proceed with design and construction drawings.  Included in the project’s scope of work are the stabilization of the tennis court sub-bases, the resurfacing and restriping of the tennis courts, stormwater drainage improvements, and asphalt overlay and restriping of the existing parking lot.  The LED exterior lighting conversion of the parking lot and tennis courts.  Replacement of fencing around the tennis courts where needed, and finally the removal and replacement of all electrical systems from the main panel to the different facilities.

On June 17, 2020 the City opened one (1) sole bid for the tennis courts construction project from Augustine Construction, Incorporated in the amount not to exceed $520,705.  The engineer of record has reviewed the bid documents and has determined that the bid amount while higher than the 2017 engineer’s probable cost estimate for the construction project, it falls in line with current industry cost for labor and materials.  Augustine Construction, Incorporated has worked with the City on several projects and has met City standards for those projects.
