As I am sure that you may be aware the city issued a Request for Proposals (RFP) in respect to the Library Improvement Project in April of 2020. Also as I am sure you may recall the estimate of probable construction costs for the project is $1,800,000 including owner contingencies. The project involves selected space use efficiencies and interior renovations to the first and second levels of the existing building and are the result of a Needs Assessment which was conducted last year.
There were four firms that submitted a response to the city’s call for proposals. Based on a review of the proposals and more specifically their conformance to the instructions provide in the RFP a short list of three firms was created. The top ranking respondents were provided an opportunity to present themselves to a panel of city representatives. At the conclusion of their presentations they responded to a list of questions prepared by the staff to further gauge their qualifications to serve on the project. The results of the interviews provided the basis for a ranking of the candidates as indicated below:
1. Hennessey Construction Services Corporation - $326,868
2. Allstate Construction Incorporated - $344,580
3. Charles Perry Partners, Incorporated - $339,612
As you can see from the ranking Hennessey Construction Services Corporation was the top rated firm and they provided the most favorable fee for their services. Therefore, the request is to enter into a contract with them on a “Contractor at Risk” basis to deliver the project for an amount not to exceed $1,800,000.
Incidentally, the city has had experience with Hennessey as they served on the Sims Park Redevelopment Project and Recreation and Aquatic Center Expansion Project. I must say that both projects were handled most professionally by their staff and with a mindful and responsible approach related to the amount of available funding.
