Certified Local Governments (CLG) are municipal and county governments which have made historic preservation a public policy through the passage of a historic preservation ordinance. Participation in the CLG program allows local governments to partner with State and Federal Agencies and other CLGs to share preservation ideas and experiences, as well as the opportunity to compete for CLG grants.
The first step in applying to the CLG Program is to enact a historic preservation ordinance that meets the criteria set forth in the Florida CLG guidelines. The criteria require that boundaries for historic districts and individual properties be clearly identified. The criteria also require the Historic Preservation Board (HPB) adopt Rules of Procedure and the City’s Ordinance requires the City Council adopt those Rules.
In order to meet the CLG Program requirements, the Development Department is proposing an Ordinance amending the Land Development Code by revising Chapter 18 on Historic Preservation. The amendments provide for:
- Reducing the HPB membership from 9 to 7 regular members;
- Reducing the number of HPB members appointed for two years from 5 to 4 and reducing the number appointed to three year terms from 6 to 5;
- Reducing the number of votes necessary for the City Council to remove a HPB member from 5 to majority of Council members present (e.g., 3-2, 2-1);
- Reducing the quorum from 5 to 4 members; and
- Providing the Local Register of Places be identified on the Zoning District Atlas (ZDA) through the Historic Landmark Overlay (HL-O) zoning district.
The proposed ordinance amendments were reviewed by the Historic Preservation Board and the Land Development Review Board and both voted in favor of the ordinance's adoption.
