RE:Second Reading, Ordinance No. 2020-2202: Moratorium on Front Yard Fences

REQUEST:
The request is for City Council to conduct a second and final reading on an ordinances that authorizes a moratorium on the installation of fences in the front yards of residential properties for a 180-day period.


DISCUSSION
:

At the June 16, 2020 City Council meeting some discussion took place relating to the placement and design of front yard fences. At the conclusion of the discussion, it was determined that a moratorium on the issuance of permits related to front yard fences in the residential zoning districts of the city would be appropriate in order to provide staff with an opportunity to study the various regulatory options available to the city. It was additionally agreed that a 180-day period of time would be appropriate to fully vet this matter. 

 

In that regard, this matter was introduced to the Land Development Review Board (LDRB) at their meeting on July 16, 2020. At the conclusion of some discussion the LDRB voted in favor of recommending to City Council that a temporary moratorium be imposed on the permitting, constructing and installation of fences within the front yard of properties located within the residential zoning districts of the city. 



RECOMMENDATION:

Staff recommends that City Council conduct the second and final reading on an ordinances that authorizes a moratorium on the installation of fences in the front yards of residential properties for a 180-day period as requested.
