In the past, the City received its CDBG funds through an allocation from Pasco County. The typical funding amount was around $150,000. The City is now seeking funding through the state's Small Cities CDBG Program, a competitive program which allows funding up to $750,000 in one of three categories (housing rehabilitation, commercial revitalization, and neighborhood revitalization) and up to $1.5 million under the economic development category. CDBG projects must meet one of three broad national objectives:
1) To benefit low and moderate income persons;
2) To aid in the prevention or elimination of slum or blight; and
3) To meet emergency needs.
On April 7, 2020 City Council adopted Resolution No. 2020-11, which appointed six (6) members to the Citizens Advisory Task Force (CATF), whose purpose is to provide input on the Small Cities CDBG program. On August 10, 2020 the CATF held a duly noticed public on the Small Cities CDBG application to discuss and consider under which of the three categories should funding be sought. After due and deliberate consideration, the CATF unanimously recommended the City Council apply for funding under the housing rehabilitation category.
