At the first public hearing held on September 1, 2020 regarding the City's Small City Community Development Block Grant (CDBG) Program application, the City Council directed the application be directed toward the housing rehabilitation category. As a prerequisite to applying under the housing rehabilitation category, a local government must adopt a Housing Assistance Plan (HAP). The HAP provides guidance to the City of New Port Richey in carrying out its housing rehabilitation efforts.
Among other things, the HAP addresses financing and provides for a ten (10) year Deferred Payment Loan (DPL), that is, that the DPL will depreciate at the rate of 10% per full year. At the end of the 10 year period, the loan is forgiven but if the owner sells or rents the property or otherwise violates the terms of the mortgage, the remaining balance will be due and payable. Under the eligibility requirements, owner occupied conventionally built dwellings and modular homes (but not mobile homes) will be considered for CDBG program participation.
