RE:	Resolution No. 2020-57: Request to Leverage General Revenue Funds for Florida Small Cities CDBG Program Funding

REQUEST:
The agenda request before the City Council is a resolution setting aside $50,000.00 in General Revenue Funds as leverage or a match for $750,000 in Florida Small Cities Community Development Block Grant Program funding.

DISCUSSION:

This is the second of four agenda requests pertaining to the City's application for housing rehabilitation funding under the Florida Small Cities Community Development Block Grant (FSC CDBG) Program.

Cities with a population under 50,000 are eligible to participate in the FSC CDBG Program and apply for funding under four categories: Commercial Revitalization (CR), Economic Development (ED), Housing Rehabilitation (HR), and Neighborhood Revitalization (NR). At your September 1^st, 2020 public hearing, the Council voted to apply under the HR category.

The FSC CDBG Program is a competitive program and up to a maximum 25 additional points are available for a local match of $50,000.00. In order to improve the City's odds in securing $750,000.00 in FSC CDBG funding , this Resolution proposes a $50,000.00 match from the City's General Revenue Funds.

RECOMMENDATION:
The Development Department Director recommends the City Council adopt the resolution authorizing the expenditure of $50,000.00 as leverage for securing $750,000.00 in FSC CDBG Program funding in order to undertake housing rehabilitation activities.
