RE:Resolution No. 2020-59: Authorizing the Submission of the Small Cities CDBG Application

REQUEST:
The agenda request is for the City Council to adopt a resolution authorizing the submission to the Florida Department of Economic Opportunity of  a Small Cities Community Development Block Grant (CDBG) application for Federal Fiscal Year 2019.


DISCUSSION
:

This is the last of four agenda requests pertaining to the Florida Small Cities Community Development Block Grant (FSC CDBG) Program application.  This resolution authorizes the filing of the application.

 

The Florida Small Cities Community Development Block Grant (FSC CDBG) Program is administered by the Florida Department of Economic Opportunity (FDEO).  Funding is awarded on a competitive basis.

 

Cities with a population under 50,000 are eligible to participate in the FSC CDBG Program and apply for funding under four categories: Commercial Revitalization (CR), Economic Development (ED), Housing Rehabilitation (HR), and Neighborhood Revitalization (NR). At your September 1st, 2020 public hearing, the Council voted to apply under the HR category. 

 

The maximum funding request under the CR, HR, and NC categories is based on the jurisdiction’s Low Moderate Income (LMA) population.  Local governments with an LMI population of 4,000 and above are eligible to receive $750,000.00.  The City’s estimated LMI population is 9,155 and therefore is eligible for $750,000.00 in FSC CDBG funding.

 

The funding is proposed to address repairing or replacing a minimum of eleven low to moderate income owner-occupied housing units located within the City’s jurisdictional boundaries.  The total household income of the occupants of two (2) of the eleven (11) housing units will be between 0% and 30% of Area Median Income (AMI).  The total household income of three (3) of the eleven (11) housing units will be between 30.01% and 50% AMI.  The total household income of the remaining six (6) housing units will be less than 80% AMI.

 

As part of this application, the City will utilize CDBG funds for temporary relocation assistance for the period of time their home is under construction.

 

It is anticipated that it will take 30+ months for the project to be complete, including environmental review, client solicitation and selection, site specific environmental reviews, the development of rehabilitation or replacement bid specifications, project bidding, construction, and grant close-out.



RECOMMENDATION:

The Development Department Director recommends the City Council adopt the resolution.
