RE:2019/2020 Street Improvements Project Bid Award

REQUEST:

The request of staff for the City Council is to review the attached Halff recommendation memo and to consider approval and award of the lowest bid submitted by Ajax Paving Industries of Florida, LLC. in the amount not to exceed $1,491,146.85 for the 2019/2020 Street Improvements Project - ITB No. 20-019 bid award.

 




DISCUSSION
:

As City Council may recall, the 2019/2020 Street Improvements Project includes the annual repair and maintenance of many city arterial/collector roads, as well as residential road repair and maintenance, based upon the methodology in the Pavement Management Plan developed by the Citizens Advisory Committee, Halff formally known as the Genesis Group, and city staff.  The streets included in this project are:

 

  1. Meighan Ct. from Mandy Ln. to Jasmin Dr.

  2. Mandy Ln. from Meighan Ct. to Jasmin Dr. 

  3. Bandura St. from Kerry St. to Rowan Rd.

  4. Kentucky Ave. from Madison St. to Davis St.

  5. Jasmine Hills Neighborhood

  6. Indiana Ave. from Washington St. to the eastern City Limits.

  7. George St. from Cecelia Dr. to Gulf Dr.

  8. Hazeldon Estates

     

In areas where the existing sidewalk is cracked or damaged it will be removed and replaced as part of the project.  In flood prone areas the existing asphalt will be milled down so the new asphalt can be installed at the same existing grade.  In areas where existing stormwater inlet structures are located concrete flumes will be constructed from the edge of the road to the inlet structure as part of a best management practice.   

                                                                                        

Three (3) competitive sealed bids were opened by the City on September 18, 2020.  The project bids received ranged from a low bid of $1,491,146.85 to a high bid of $2,178,861.88.  The Engineer of Record has reviewed the bid documents required for each submission, contacted references, verified line item dollar amounts, and has submitted a letter of recommendation for bid award.  




RECOMMENDATION:

Approval of the low bid and award of the project is recommended.



BUDGET/FISCAL IMPACT:

Funds for this project are identified in the City's current Capital Improvement Program in the Street Improvement Fund (701).
