Presently, the Department has neither a polygraph or a CVSA.
A CVSA is a time-proven effective tool for determining whether or not a victim or suspect is telling the truth. It is much less costly and more effective than a polygraph. A study of the equipment's accuracy was conducted over an 18-year period resulted in an accuracy rate of 99.67 percent and a verified confession rate of 96.4 percent. This is a tool that will enable our investigators to "get to the truth" much quicker and with greater certainty. It will also be used as an integral element when we are conducting background investigations of potential employees.
The equipment will be purchased from NITV Federal Services, LLC -- 11400 Fortune Circle, West Palm Beach, Florida 33414, which is a sole source provider. The purchase of the equipment, which includes training for two investigators, is under GSA contract # GS-07F-0114M, SIN: 325412 at a total cost of $9,470.80.
