The request of staff for Council is to review and consider for approval the attached do not exceed sole source proposal in the amount of $33,505.00 from Automated Building Control Systems, Inc. (ABCS), for the upgrades to the Police Department’s HVAC control system.  ABCS is the sole distributor of KMC control systems in central Florida.

Subsequent to a site inspection between New Port Richey Facility Maintenance staff and AMSCO consultants, several upgrades were identified according to critical operational features that should be addressed.  Upgrades recommended for the Police Department Station are the replacement of the existing control system with a direct digital controls (DDC) system.  This system upgrade will convert the HVAC system into a total automated system where one central computer would control system operations of components, collect data for trend implementation, monitor system for failures, and submit automated notifications of the failures for the appropriate remediation to the system as well as the ability for staff to make adjustments remotely.  Additional features include sensors, actuators on each air handler and variable air volume boxes (VAVs), and exhaust fans. 

Currently the City’s Public Library, Public Works Operation Center, and the Recreation and Aquatic Center have the KMC systems.  Should City Council approve this request, City Hall will be the only remaining facility in need of system upgrades for a total integration of all large HVAC systems in City owned buildings.
