RE:2020 Jasmin Park Seawall Improvements Project Bid Award

REQUEST:

The request of staff for the City Council is to review the attached Stroud Engineering Consultant’s recommendation memo and to consider approval and award of the lowest bid submitted by SC Signature Construction Corporation in the amount not to exceed $347,400 for the 2020 Jasmin Park Seawall Improvements Project - ITB No. 21.001 bid award.



DISCUSSION
:

As City Council may recall, staff presented a Seawall Condition Assessment to City Council in June of 2016.  The Assessment reviewed the existing conditions of all seawalls owned and maintained by the City.  Included in the assessment were project rankings, cost repairs, current conditions, seawall remediation, and project phasing.  Sims Park and Cotee River Park seawalls were ranked number one and two in need of repair.  The Sims Park boat ramp, Grand Blvd. Park, and Jasmine Park where ranked three, four, and five.  For the first four rankings, construction repairs included wall joint separation, wall cracking horizontal and vertical, wall cap damage, sidewalk settlement, drainage pipe deterioration, soil voids, wall leaning, and damaged or no tie-back systems.  For the Jasmine Park seawall system it was determined by the engineer of record that the seawall’s existing condition was beyond repair and in need of replacement.  

 

Three (3) competitive sealed bids were opened by the City on October 29, 2020.  The project bids received ranged from a low bid of $347,400 to a high bid of $747,204.  The Engineer of Record has reviewed the bid documents required for each submission, contacted references, verified line item dollar amounts, and has submitted a letter of recommendation for bid award.  SC Signature Construction Corporation has perform several projects for the City in the past.  These include improvements to the City Council Chambers recently, acoustical ceilings in the administrative office area in the Public Works Operations Center, the Frances Avenue Park Restrooms, and roof replacements for the Incubator and Amphitheater.  All projects were completed on time and either at or under budget.



RECOMMENDATION:

Approval of the low bid and award of the project is recommended.



BUDGET/FISCAL IMPACT:

Funds for this project are budgeted and identified in the City's current Capital Improvement Program as Penny for Pasco Tax Dollars.
