REQUEST:
The request of staff for the City Council is to review and consider for approval is the attached change order in the amount not to exceed $10,450 and the final pay request in the amount not to exceed $179,732.50 submitted by Southern Road and Bridge, Inc. for the completion of the Grand Blvd. Drainage Improvements Project.
DISCUSSION:
As City Council may recall, on August 4, 2020 at its regularly scheduled City Council meeting, City Council approved staff’s project award request to Southern Road and Bridge, Inc. for an amount not to exceed $328,565. Pricing for the project was in accordance with the City’s current As-Needed Stormwater Culvert Replacement Contract IFB-ML-19-001-01-2016. The project’s location was on Grand Blvd. south of Homecrest Rd. and north of Garden Grove Ln. The stormwater system accommodates the drainage area located in the City Limits west of Grand Blvd., Pasco County east of Washington St., and the City of Port Richey northeast of Washington St. The scope of work for this project included:

The upsizing of the existing 18” X 36” elliptical reinforced concrete pipe (ERCP), drainage culvert under Grand Blvd. to a 38” X 60” ERCP.

The upsizing of the existing 18” X 36” ERCP drainage pipe and outfall to a 38” X 60” ERCP.

The removal of the existing 18” reinforced concrete pipe (RCP), and replacing it with 38” X 60” ERCP.

The upsizing of the existing inlet structure.

The removal and replacement of one (1) existing headwall.

The removal of one (1) existing headwall and the installation of rip rap around the outfall.
Subsequent to the removal of the existing headwall and surrounding banks, voids were identified resulting in the redesign of the headwall structure and a cost increase of $19,900 and the attached change order.
RECOMMENDATION:
Approval of the change order and final pay request is recommended.
BUDGET/FISCAL IMPACT:
Funding for the change order is available in the Stormwater Utility account No. 002103-46399. Funding for the original project amount is identified in the City’s current Capital Improvement Program as Stormwater Utility Assessment Dollars available and allocated in account No. 002103-46399 | | | |
