As City Council may recall, on March 19, 2019, at a regular scheduled meeting City Council approved an inter-local agreement (IA) between the City and Pasco County. The purpose of the IA was to combine the two existing parking lots south of Nebraska Ave. and east of Lafayette St. The County owns the parking lot from Lafayette St. east to Bank St. south of Nebraska Ave. The City owns the parking lot from Bank St. east to the private parking lot located behind the Richey Suncoast Theatre. The IA allows the City to combine both parking lots and to design and construct a single parking lot to improve efficiencies and the addition of parking spaces. ADA upgrades, asphalt improvements, landscape, hardscape, stormwater retention, and lighting improvements are included in the project as well. As stated in the IA under item 3, the City shall design, construct, install, maintain and repair the public parking areas at its sole cost and expense.
On December 3, 2019 City staff brought before City Council at a regularly scheduled meeting to review and consider for approval Amendment No. 16. The amendment between the City and Kimley-Horn and Associates, Inc. was for engineering services in the amount not to exceed $61,050 for the 2019 Nebraska Avenue Parking Lot Improvements Project design, bid, and construction.
Subsequent to the design completion phase, this project was advertised for competitive bidding. Three (3) sealed bids were opened by the City Clerk on January 22, 2021. The project bids received ranged from a low bid of $721,942.50 to a high bid of $869,069.00. Upon review and cost analyzation of the Gloria Swanson parking lot improvements project, staff would consider the low bid in line with current construction cost.
