REQUEST:
The request is for City Council to conduct a second and final reading of an ordinance which amends Chpt. 2 of the Land Development Code pertaining to definitions of "Personal Service," "Beauty Shop," and "Cosmetic Tattooing."
DISCUSSION:
In recent years, cosmetic tattooing has grown in popularity and it is not spoken to in the Land Development Code. The practice of cosmetic tattooing is performed in a beauty shop and not a tattoo parlor and it is a beauty treatment. In large part, the services provided constitute permanent makeup or other enhancements to the natural features of the human face.
From staff's perspective, a beauty shop that practices cosmetic tattooing is not a deterrent to positive economic development activity and therefore should not be precluded by right and therefore should be allowed in the C-1,C-2 and Downtown zoning districts of the city.
The Land Development Review Board reviewed this proposed ordinance at their meeting on January 21, 2021 and voted unanimously to recommend approval to City Council.
RECOMMENDATION:
Staff recommends City Council conduct the second and final reading of an ordinance which amends Chpt. 2 of the Land Development Code pertaining to definitions of "Personal Service," "Beauty Shop," and "Cosmetic Tattooing" as requested.
