After several months of discussion with the firefighters I am pleased to present to you a proposed final agreement with respect to the collective bargaining agreement for the term as indicated above.
Below is a summary of the terms and conditions that have been agreed upon by the union and the city’s negotiating team. They are as follows:
Captain Positions:
1. Three (3) new Captain Positions will be established.
2. All candidates for promotion to Captain must have completed the Company Officer certification, State Inspection, ICS 300 and 400 as a condition of eligibility to qualify for the examination. In addition, the selected candidates must attain Incident Safety Officer certification within six (6) months of their promotion.
Wages:
Step Increases
For each year of the agreement bargaining unit members will be eligible for step increases. Each bargaining unit member is eligible for no more than one step increase per fiscal year.
1. All future step increases after the expiration of the collective bargaining agreement are subject to negotiation and agreement upon the reopening of Article (9) in a successor agreement by the parties prior to being paid.
2. The actual step construction referenced in Article (10) Section 5 and Appendix A & B shall be increased as follows:
a) For Fiscal Year 2020-2021, effective the beginning of the first payroll period of the fiscal year, the steps are remain as status quo as reflected in the Appendix
b) For Fiscal Year 2021-2022, effective with the first payroll period of the fiscal year, each step shall be increased by the percentage amount provided to the non-bargaining unit employees of the city for that fiscal year.
c) For Fiscal year 2022-2023, effective with the first payroll period of the fiscal year, each step shall be increased by the percentage amount provided to the non-bargaining unit employees of the city for that fiscal year.
Special Event Premium Pay:
Bargaining unit employees who are assigned to work a special event on their scheduled day off will be paid premium pay in accordance with FSLA standards.
Grievance Procedure:
The grievance procedure was modified to reflect that an employee shall be provided a period of ten (10) days to present a labor complaint if one arose rather than the current standard of five (5) days.
Overtime Selection:
Selecting employees for overtime work shall be based upon a list maintained to equalize the opportunity for overtime to the extent practicable.
