REQUEST:
The request is for City Council to conduct a first reading of an ordinance to amend Section 15.01.00, of Chapter 15, of the New Port Richey Land Development Code, pertaining to graffiti. The proposed amendment addresses definitions and the requirement to remove or obscure graffiti.
DISCUSSION:
The City’s Code Enforcement Department has requested an amendment to the graffiti ordinance that will allow them to better enforce the ordinance. Graffiti on buildings is a sign of blight and attracts criminal activity. Removal of graffiti can quickly improve the appearance of an area by eliminating the blight. Elimination of graffiti is best achieved through code enforcement. An ordinance giving code enforcement officers the ability to cite property owners and require graffiti removal is the best tool for achieving this goal.
The Land Development Review Board discussed this item at their meeting on March 18, 2021 and voted unanimously in favor of the amendments.
RECOMMENDATION:
Staff recommends that City Council conduct the first reading of an ordinance to amend Section 15.01.00, of Chapter 15, of the New Port Richey Land Development Code, pertaining to graffiti as submitted.
BUDGET/FISCAL IMPACT:
