REQUEST:
The request of staff for City Council is to review and consider for approval the attached low bid in the amount not to exceed $79,898.21 from Power & Pumps, Incorporated and approve the purchase of one (1) Aerator Gear Drive.
DISCUSSION:
As stated in the attached memo, the City’s WWTP currently incorporates four (4) aerator gear drives used in the wastewater treatment process. The existing gear drives are more than 30 years old and are scheduled for replacement over the next three (3) years. WWTP personnel have reviewed historical maintenance activities and repair work orders and have determined these gear drives are approaching their useful life and are in need of replacement. As part of their review, it has been determined and recommended the gear drives be replaced. The main benefit resulting in the replacement is the reduction of the potential discharge into the bayou as a result of existing gear drives malfunctioning or shutting down. The second benefit is associated with reduced operational costs. The proposed gear drive is more energy efficient and will incorporate the use of variable frequency drives (VFDS), which allow for the gear drive motor to operate at the most energy efficient capacity 100% of the time. It is expected that plant personnel will perform the removal and replacement of the gear drive.
RECOMMENDATION:
Approval of the low bid and purchase of the gear drive is recommended.
BUDGET/FISCAL IMPACT:
This item is budgeted in the Reclaimed Water Production Division line item account #401111-46399. As City Council is aware, Pasco County is responsible for 40% of the project through an inter-local agreement with the City.
