RE:Reallocation of Penny for Pasco Funds

REQUEST:
The City Council is asked to review and approve the change in allocation of the second “bucket” of Infrastructure Sales Surtax (Penny for Pasco) proceeds.


DISCUSSION
:

In 2015, the City began receiving proceeds from the second bucket of Penny for Pasco proceeds.  These proceeds are expected through December 31, 2024.  By way of Resolution No. 2012-14, the City Council set forth to use these proceeds in the following manner:

  • Utilities

    • Grant matches for utility infrastructure projects

    • Utility infrastructure improvements

    • Expansion or replacement of utility systems to encourage economic expansion

    • Stormwater drainage enhancements in flood prone areas and water quality improvement projects

       

  • Transportation

    • Paving of streets and right-of-ways

    • Sidewalk replacement and expansion projects

    • Multi-use trails and systems

    • Way finding and signage improvements

    • Parking improvements

       

  • Public Safety

    • Scheduled vehicle replacement

    • Communication & IT infrastructure upgrades or improvements

       

  • Public Facilities

    • New construction or building improvements or replacements

    • Replacement of equipment

    • Building hardening projects

    • Green building technologies and energy efficiency projects

       

  • Economic Development -

    • Neighborhood and downtown improvement projects

    • Eco-tourism and tourism development projects

       

  • Community Redevelopment -

    • Acquisition of land, land improvements, design, permitting, and engineering cost related thereto

       

  • Urban Forestry -

    • Tree replacement and new tree planting programs

    • Neighborhood and US Hwy 19 beautification programs

       

  • Parks & Recreation Facilities -

    • Playground projects or improvements

    • Restroom facility improvements

    • Recreation & Aquatics Center improvements

    • River access, ramp, and dock improvements

    • Public park facility improvements

    • Blueway/greenway improvements

In 2017, the City Council approved the following allocation of Penny for Pasco funds to each category.

Although spending is monitored on an annual basis, the percentage allocation is applied to total proceeds.  In other words, after December 31, 2024, when all Penny for Pasco proceeds have been received, spending of those funds should fall within the percentage allocation approved above.

 

Staff has evaluated the use of Penny for Pasco 2 funds through the end of the FY2020-2021 budget year. Accompanying this memorandum is a Summary of how the funds have been spent by category.  You’ll see that the “Utilities” and “Community Development” categories have not been utilized, as originally planned.  This is simply because the City has a Water & Sewer Fund and Community Redevelopment Fund that has resources available to cover any identified projects needed.  Staff feels that the Penny for Pasco 2 funds have been better utilized in the other categories and the funding allocation should be changed to represent that.  The new allocation being recommended is as follows:

RECOMMENDATION:

The City Council is asked to review and approve the change in allocation of the second “bucket” of Infrastructure Sales Surtax (Penny for Pasco) proceeds.



BUDGET/FISCAL IMPACT:

The approved percentage allocation will be reflected in future budgets.
