RE:Gloria Swanson Parking Lot Improvements – Project Close Out

REQUEST:

The request of staff for the City Council is to review and consider for approval is the attached deductive change order in the amount of $(10,863.25) and the final pay request in the amount not to exceed $69,654.87 submitted by Augustine Construction, Incorporated for the completion of the 2019 Gloria Swanson Parking Lot Improvements Project.



DISCUSSION
:

Subsequent to the Downtown Parking Study presentation to City Council on December 19, 2017, the Genesis Group was tasked with the creation of a Downtown Parking Implementation Study to further refine the parking strategies identified in the Downtown Parking Study. This study was presented to City Council at a September 18, 2018 City Council work session.  Included in the study were specific capital improvement projects that would increase the available parking.  In addition, the study identified capital improvement projects that would improve pedestrian access to both existing and proposed parking facilities.  Included in proposed capital improvement projects are cost proposals, short, medium, and long term identification, and estimated implementation schedules.  It was during the work session that the need for additional parking near the Hacienda Hotel was an identified as an immediate concern. This was due to the possible grand opening of the hotel in the fall of 2020.  Primary parking lot improvements to the Gloria Swanson parking lot were presented to City Council. Subsequent to the presentation, City Council directed staff to proceed with engineering services for design, bid, and construct of the improvements.  These improvements included the addition of 20 parking spaces, landscape, hardscape, paving, streetscape expansion, and lighting.  In addition to the described project elements, during the construction phase of the project, City Council directed staff to incorporate design elements within the Hacienda Hotel sidewalk on the east side of the structure.  These elements included hardscape items such as pavers and lighted pedestals reflecting famous movie stars of the twenties that helped make New Port Richey the Hollywood of the east.  Change Order No. 1 was submitted to City Council for approval in the amount of $66,108.05.  This has resulted in a total project cost of $1,047,244.80.   



RECOMMENDATION:

Approval of the attached deductive change order and the final pay request are recommended.

Funds for this project are identified as Penny for Pasco Tax Dollars
