As I am sure that you will recall, the City entered into a contract with Kokolakis Contracting in July of 2020 to construct a 350-space parking structure located on the east side of U.S Highway 19 at Main Street for a cost not to exceed $6,500,000. The basis of the project was design - build and the project was to be delivered on a guaranteed maximum price basis. Since the placement and the specifications associated with a camera security system are at the owner’s discretion, they are typically considered to be part of an FFE budget rather than part of the construction budget. In the case of this project there was no fixed appropriation for an FFE budget however there are project savings as a result of the fact that the precast concrete panels were purchased directly by the city thus yielding a savings in sales tax. Therefore, this purchase is being presented to you in the form of a change order.
As part of the security initiative, if this change order is approved, the city plans to install a system in the new parking structure which includes cameras which chiefly target the stairwells, elevator, and entry/exit points into and out of the building. The recommended system is an IP-based camera system with cloud storage and alert monitoring. In addition to above noted features the cameras are covered under a 5-year maintenance agreement with 30 days of video retention.
Incidentally, the cost of the change order is broke down as follows:
- Time on Target Security (Materials)- $111,023.64
- Buell Electric (Labor)- $74,940.00
- Kokolakis (OH and Markup)- 0%
RECOMMENDATION:
The recommendation is to approve Change Order No. 1 with Kokolakis Contracting in the amount of $185,963.64 in relationship to the Parking Structure project.
BUDGET / FISCAL IMPACT:
The funding to cover the cost associated with this agenda item will be provided through use of the Series 2020 Bond proceeds.
