REQUEST:
The request of staff for the City Council is to review and consider for approval the attached Task Order No. 9 submitted by Stroud Engineering Consultants, Inc. in the amount not to exceed $82,190 for design, bid, and construction services associated with the 2021 Water System Improvements Project.
DISCUSSION:
The proposed scope includes the installation of approximately 7,800 feet of 6” and 8” diameter water mains, valves, fittings, service connections, and the installation of ten (10) fire hydrant assemblies. The new water mains will be replacing existing diameter water mains which are well beyond their serviceable life. In addition, the upgraded mains will provide increased Fire Flow Capacity to the existing and proposed fire hydrant assemblies resulting in better fire protection to the residential & commercial properties in the event of a fire.
The areas of construction include:

The replacement of a 6” Asbestos Cement (AC), water main on Madison St. from Massachusetts Ave. to Pennsylvania Ave.

The replacement of a 2” galvanized metal water main on Florida Ave. from Madison St. to Main St.

The replacement of a 2” galvanized metal water main on Nebraska Ave. from Madison St. to Adams St.
-
The replacement of a 6” AC water main on Missouri Ave. from Lafayette St. to Grand Blvd. continuing to Madison St. to create a loop tie-in.

The replacement of a 2” water main on Delaware Ave. from Lafayette St. to Grand Blvd.
RECOMMENDATION:
Approval of the task order is recommended.
BUDGET/FISCAL IMPACT:
Funds for this project are allocated and identified as Water and Sewer Construction dollars in the City’s current Capital Improvement Program.
