As you already know, Kimley- Horn and Associates, Inc was contracted by the city in March of 2015 for design services i.e.- planning, architecture, civil engineering and landscape architecture in respect to the Recreation and Aquatics Center Expansion Project. At that time, the project budget was estimated to be $900,000. The original scope of the project included master planning options for the Center and proceeding with the establishment of a new Fitness Center and remodeling of the existing fitness room. The fee associated with this work is $89,650 which incidentally is 9.96% of the construction value.
Upon design investigation, programmatic and revenue generating decisions the project has expanded. The additional project scope includes a new drop off drive and parking area at the primary entrance to the building, an improved reception and administrative area, the addition of a child care room with a children's play structure, two multi-purpose activity rental rooms and various pool deck improvements to include pool deck expansion, additional lounge seating, landscape and perimeter fence upgrades. The construction budget has now increased by $1,570,000 which brings the project total to $2,470,000 and as such additional consultant services are warranted. The professional services fee associated with the planning services for these improvements is $150,000 which is 9.55% of the additional construction value.
The City's experience with Kimley-Horn and Associates, Inc. has been quite favorable and the fee being requested for their work is fair and consistent with the industry standards for this type of work.
If this item is approved, it is expected that construction on the project will commence on November 1, 2015 and the improvements will be completed by June of 2016.
