REQUEST:
Staff requests City Council approval of the Emergency Ordinance regarding establishing a six (6) month moratorium on the
acceptance of applications, the issuance of permits, and approvals for certain uses.
DISCUSSION:
A moratorium on the permitting or approval of new Check Cashing Stores, Body Piercing Establishments, Blood
Plasma Centers, Day Labor Establishments, Tattoo Parlors, Cultivation, Processing or Dispensing of Cannabis, and
Pawn Shops, is requested. The Moratorium will be imposed for a period of six (6) months to permit staff the
necessary time to develop and/or revise regulations to adequately address the impacts associated with certain uses.
The moratorium is necessary in order to protect the public health, safety and welfare of the citizens of the City of
New Port Richey. Prior to the expiration of the moratorium, staff will bring to City Council, for approval, any
regulations necessary to address the previously referenced uses.
RECOMMENDATION:
Staff recommends approval of the proposed Ordinance relative to establishing a six month moratorium.
