REQUEST:
The request is to support the establishment of a full-time civilian Code Enforcement supervisor position and to consider approving a budget amendment in the amount of $48,670 to sustain the request during the FY 2021-2022.
DISCUSSION:
As you are aware, the Code Enforcement Division of the Police Department is currently being led by a Police Sergeant. The present staffing model in specific respect to having delegated the administrative coordination duties to a designated leader has proven to be quite effective for the city. With that being said, the essential functions of the position do not ineludibly necessitate that the role be filled by a ranked officer.
Therefore, I am proposing the establishment of a civilian position to serve in the capacity of a Code Enforcement supervisor. In addition to the current duties (i.e. – performs strategic and tactical planning for the division, provides up-to-date information on program procedures, ordinances, state laws, collaborates with other city departments relating to mitigation and abatement protocols, orchestrates large-scale rehabilitation efforts and interjurisdictional coordination programs etc.) associated with the position I am proposing the following:
- Conducts neighborhood meetings to discuss address issues and or to provide information on necessary resources;
- Coordinate program activities associated with special projects and rehabilitation projects;
- Develop specialized enforcement training to empower staff in other divisions/departments to report code violations
RECOMMENDATION:
The recommendation is to approve the establishment of a civilian Code Enforcement supervisor position and to approve the resulting budget amendment in the amount of $48,670 in order to support the request.
BUDGET/FISCAL IMPACT:
The fiscal impact associated with this request is detailed on the attached budget amendment which identifies the sources of funds within the police department budget that will be transferred in order to fund the request totaling $48,670. | | | |
