REQUEST:
The request of staff for the City Council consideration is to review and consider for approval, the attached proposal from Continental Carbon Group Inc. in the amount not to exceed $28,980 for the purchase of bulk granular activated carbon.
DISCUSSION:
As City Council is aware, the City’s Wastewater Treatment Plant (WWTP) uses granular activated carbon for odor control and the elimination of hazardous gas. During the treatment of sewage, hydrogen sulfide (H2S) is a byproduct created by the process. The (H2S) is a colorless gas that has a rotten egg smell; it poisonous and highly flammable. Activated granular carbon removes the smell and hazards. Every five (5) years staff removes and properly disposes the existing granular carbon. The holding tank is cleaned and inspected prior to the installation of the new granular carbon.
The three lowest proposals submitted to staff from vendors resulted in price totals of $28,980, $35,012.14, and $39,690.00.
RECOMMENDATION:
Approval of the purchase is recommended.
BUDGET/FISCAL IMPACT:
Pasco County is responsible for 40% of the cost as outlined in the WWTP’s O&M Inter-local Agreement. Funds are allocated and available in the WWTP’s budget account No. 401112-46399. | | | |
