RE:Recommendation of Firm for CDBG Grant Administration Services

REQUEST:

The request is to authorize the City Manager to enter into a contract with Guardian Community Resource Management Inc. to provide grant administration services for $75,000.00 in respect to the Small Cities Community Development Block Grant Program Subgrant Agreement – FFY 2019 Funding Cycle.



DISCUSSION
:

As Council is aware, the City was awarded $750,000.00 in Small Cities CDBG Program funding from the Department of Economic Opportunity as they are the grantee agency responsible to receive and distribute funds annually for the State of Florida. In that respect a Request for Proposal was let in September in specific regard to the administration of the Community Development Block Grant (CDBG) program and a total of six firms responded.

 

The selection committee interviewed the top-rated firms on November 3, 2021 to determine the final ranking of the firms.  At the conclusion of the interviews it was determined that Guardian Community Resource Management, Inc. was the best suited firm to provide the required services which shall include: develop project management and work plan, execute project delivery services, manage project financing,  and perform project closeout functions.  A subsequent review of their references confirmed the relevance of their rating and boasts their skills in the areas of customer service, professional representation and notable grants management.



RECOMMENDATION:

The recommendation is to authorize the City Manager to enter into an agreement related to the Small Cities Community Development Block Grant Program for grant administration services for Subgrant Contract Number 22DB-OP-08-62-02-H11 in the amount of $75,000.00 with Guardian Community Resource Management Inc.



BUDGET/FISCAL IMPACT:

The funding to support this expenditure will be provided through use of the City’s CDBG program funds.
