RE:Interlocal Agreement b/t the City of NPR and Pasco County RE: National Prescription Opiate Litigation Lawsuit Settlement Funds

REQUEST:

The request is to enter into an Interlocal Agreement with Pasco County in regard to the National Prescription Opiate Litigation lawsuit settlement funds.



DISCUSSION
:

As you are aware, the City filed a lawsuit against opioid manufacturers, distributors and retailers in order to hold them accountable for damages caused and to recover damages for on-going and future programming geared towards abating the opioid crisis.  Pasco County also filed a related lawsuit and the lawsuits were consolidated in the United States District Court of the Northern District of Ohio, Eastern Division.

 

In order for the County to receive regional funding, an Interlocal Agreement between the involved parties is required to qualify.  The Interlocal Agreement sets forth that a board known as the Pasco County Opioid Task Force shall serve in an advisory capacity to the Pasco County Board of County Commissioners in relationship to the expenditure of any settlement funds.  Incidentally, the City will have a seat on the board and therefore will have an opportunity to participate in the establishment of a plan to address the opioid epidemic through providing appropriate treatment services.



RECOMMENDATION:

The recommendation is to authorize the City Manager to enter into the proposed Interlocal Agreement with Pasco County in respect to the expected settlement funds in regard to the National Prescription Opiate Litigation lawsuit.



BUDGET/FISCAL IMPACT:

This agenda item relates to a source of revenue which will be used to address opioid related impacts within the county.
