RE:14/15 Roadway Damage Reconstruction Project - Emergency Repairs

REQUEST:

Attached for your review and consideration by the City Council is a proposal from Florida Safety Contractors Inc. for emergency roadway repairs/improvements.  This proposal was the lowest submitted by three contractors that currently have an existing contract with the city and/or have completed similar projects with the City in the past.  The proposal contains a do not exceed amount of $666,096.80 for the emergency repair/reconstruction of roads damaged during a storm event.  A contingency amount of $50,000.00 in included in the proposal incase additional roadway damage is identified during re-construction. 



DISCUSSION
:

As Council may recall,  a low pressure weather event dropped 22.07" of rain fall in an 11 day period from July 16, 2015 to August 3, 2015.  During this period over 12,000 sandbags were distributed to residents, the City's wastewater treatment plant treated an average of 12.160 mgd of effluent, all of the City's lift stations operated at high level alarm mode, pumping operations were conducted in four neighborhoods, and 36 roads were damaged in various degrees ranging from major damage, minor damage, and minimal damage.  Subsequent to staff's assessment it was determined 15 of the roads required removal of the existing asphalt curb to curb, reworking/replacement and compaction of base and finally the installation 1.5" S-3 asphalt concrete.  Seven of the roads require areas to be saw cut, the existing asphalt to be removed, base work, and the installation of 1.5" S-3 asphalt concrete and finally, 14 of the roads require hot poured asphalt crack sealant application.  Staff would consider these repairs an emergency and should be considered time sensitive.  The materials used for temporary repairs such as asphalt millings, crushed concrete, and stone have to be constantly re-graded and are a drain to the Street Division's operating cost, they can become a hazard to the traveling public, and have the potential to cause erosion problems that have a detrimental effect on the environment depending on their application and location.    



RECOMMENDATION:

Approval of the do not exceed proposal is recommended.    

 



BUDGET/FISCAL IMPACT:

Local Option Gas Tax (LOGT) dollars are available to fund the project.
